Amsonia, Blue Star Dogbane.

A favourite understated plant, amsonia, or "Blue Star",  named after the American botanist Charles Amson. This one might be Amsonia  tabernaemontana which translates "mountain pub"). As a member of the family of Dogbanes, perhaps it once deterred dogs?
